Ho Chi Minh City begins crackdown on begging, tourist harassment

Ho Chi Minh City is taking action to address the persistent issue of beggars and individuals harassing tourists in public areas and tourist hotspots, as part of the city’s efforts to enhance urban security, maintain public order, and improve its tourism image.

The municipal People’s Committee has issued a directive to various departments and district-level authorities to implement a comprehensive plan to tackle this problem.

District-level authorities have been tasked with conducting thorough assessments of the situation, particularly in public spaces and tourist destinations.

They will identify and document individuals involved in begging, illegal street vending, and those engaging in harassment or scams targeting tourists.

The Department of Health, in collaboration with other agencies, will form an inter-agency task force to regularly monitor and address these issues.

The Department of Culture and Sports, along with local authorities, will launch public awareness campaigns encouraging citizens to report incidents through the VNeID app or directly to the authorities.

Local authorities have been urged to collaborate and ensure a swift response to reports received through hotlines, social media channels, and other sources.

They were also asked to explore solutions for managing street vending activities in tourist areas, balancing the need for urban beauty with safety and security for residents and visitors.

The city’s police and urban security forces will intensify patrols in high-risk areas to enforce traffic laws and public order.

They will also investigate criminal networks behind organized begging and tourist scams, as well as arrest individuals engaged in fraudulent, aggressive, or exploitative behavior targeting tourists.
